建議如果要新增新的國家，還是先上Oracle Metalink找找看有沒有path可以上。

避免Code取的不一樣，進而在相關貿易文件上出差錯。

Ex. Metalink Notes ID 430189.1 => Create new territories for Serbia and Montenegro
